Malek-ul-ulama has mentioned in his book, Badaye-wa-Sanaye:
'Umar left out reciting of Sura-e-Fateha and Sura in one of the Magrib prayers, and he recited them in the last part of Isha Prayers loudly! So, Usman also left out reciting of Sura-e-Fateha and Sura in one of the Magrib Prayers and he recited them in the last part of Isha Prayers.
He has written in another source: 'Usman left out reciting of Sura-e-Fateha and Sura in the first two Rakah of the Isha Prayers, and he recited them in the third and fourth rakats. (Malek-ul-ulama's Badaye-wa-Sanaye, v.1, p.111& 172, and Al-Ghadir, v.8, p.173)
This kind of doing Namaz (Salat) is not accepted by any branches of Islam, and without any doubt it is a heresy. About how to offer Namaz, there are many narrations and hadiths in Sunnis' and Shias' book, and here we refer to one on them: Ebadet ibn Samet has quoted from the Prophet (peace be upon him):
'If a person offers Salaat and does not recite Sura-e-Fateha and Sura, his Salat will not be accepted by Allah.'
(Beihaghi's Sunan, v.2, p.38 &61, Nisaee's Sunan, v.1, p.34, Bukhari's Sahih, v.1, p.302, Muslim's Sahih, v.1, p.155, Abu Davood's Sahih, v.1, p.131, Tarmazi's Sunan, v.2, p.137, Daremi's Sunan, v.1, p. 283, Ibn Maja's Sunan, v.1, p.276, Ahmad's Musnad, v.5, p.314, Ketab-ul-um, v.1, p.93,…)
